Why is Waldo hiding?

You might have heard about Where's Waldo. Where's Waldo is an activity in which you look for a person named Waldo in a red and white shirt who hides in various pictures, hence the name Where's Waldo. What I am, tryong to find out is why is Waldo hiding. Does he have unpaid taxes, does he have jury duty? That will remain a mystery. So i want you to explain why waldo is hiding.
